In July 1999, the DCMS-led Policy Action Team called PAT 10 issued its report investigating the impact of arts and sports programmes on community regeneration and development. It has gone on to inform a great deal of cultural strategy, resulting in the opening-up of many new avenues for arts development.

This special MAiLOUT publication, courtesy of support from Arts Council England, reflects some of the developments since PAT 10. It looks at how high-quality participatory arts practice is being used in all sorts of social inclusion contexts.

This publication has been divided into different sections, with links to articles and features. It starts with The Big Picture, and then looks at Arts, Offenders and Young People at Risk, Arts and Health, Artists and Principles, Arts Refugees and Asylum Seekers, Arts and Rural Communities, and Urban Perspectives.
